First Minister, John Swinney, Visits CTLR Project

First Minister, John Swinney, visited the Cross Tay Link Road project this week to witness the final stages in the structural completion of Destiny Bridge.

Along with local PKC leaders and politicians, Mr Swinney was given a full progress update on the £150m project.

Mr Swinney commented, “The Cross Tay Link Road project represents a significant financial commitment from the Scottish Government, with £40m of financial support invested.

“As a key element of the Perth Transport Futures project, the CTLR is hugely important to the future of Perth & Kinross. It will undoubtedly transform travel across the region as well as reducing pollution in Perth city centre, and in turn, will unlock the economic potential of the area.”

Perth and Kinross Council leader Councillor Grant Laing said: “The completion of Destiny Bridge will be an important milestone in what is the largest infrastructure project ever undertaken in Perth and Kinross.
Perth’s location and well-connected road network is key to its long term economic-success and will help deliver a cleaner and more sustainable city centre.”

Jillian Ferguson, Roads & Infrastructure Manager, commented, “We have made good progress this summer and I’m pleased to have welcomed the First Minister and our local elected representatives to witness the efforts of the team.  These final few weeks mark a significant milestone within the project, and I am delighted to report that structural work on Destiny Bridge is expected to complete mid-September.”

Project completion is due for Spring 2025, when the benefits of Destiny Bridge and the new 6km stretch of road (New Kingsway) linking the A9 and A94 north of Scone will come to fruition.  Addressing the long-term transportation needs of the area, the project will divert traffic away from the most congested parts of the city centre, improving traffic flow and reducing journey times, as well as easing congestion and air pollution, thus providing opportunities to introduce measures for sustainable travel modes.

Perth's New Active Travel Network


Due to open fully in Spring 2025 the new Active Travel Paths Network will include a central hub at the new Park-And-Choose allowing motorists to park just out of town and switch to foot, bike or wheelchair. Located at the old A9 site, this hub will include a picnic area with wheelchair accessible benches, car parking, cycle shelters and EV charging points.

Stretching from Stormontfield along the New Kingsway and over Destiny Bridge, highlights for walkers, joggers and cyclists, will include the Green Bridge and Living Bench, the Wetland’s Bird Hide and picnic area, and the Souterrain which was excavated during initial earth works.

Cameron Neil, PKC Summer Student


Over a nine-week period in summer 2024, Cameron Neil, a Dundee University student about to enter the third year of a Civil Engineering degree, completed a summer placement with PKC on the Cross Tay Link Road Project.

Project Update from John Slaven


Work continues to progress on the Cross Tay Link Road project; the following update was issued on September 15th, 2024.

John Slaven, Senior Project Manager for BAM UK & Ireland, commented, "We achieved a significant project milestone in August when we successfully connected the main span of Destiny Bridge. It’s testament to the dedication and ingenuity of the entire team that the opposing east and west spans - cast incrementally since Spring - met as intended. Temporary works have now been removed to allow construction of the final back-span segment which will see completion of the bridge superstructure by the end of September.

"We have also advanced follow-on works where possible including bridge deck waterproofing, and the addition of the protection layer. Elsewhere, we have made steady progress with residual groundworks, surfacing and finishes on both the A9 and the New Kingsway.”

Jillian Ferguson, Roads & Infrastructure Manager, commented, “As summer comes to a close I am pleased to confirm the main span of Destiny Bridge is now complete. Steady progression has been made across both the A9 and New Kingsway and we are in a strong position going into winter.

"Alongside this, the Community Artwork trail has gained real momentum with two out of four artworks now in place. I am confident that we are currently on target for project completion in Spring 2025, winter weather allowing."

Destiny Bridge

The main span connection stitch (West Pier-Main Span-15) has now been cast providing continuity of the deck from the east abutment through to the west pier, and final west side-span segment. Bridge deck waterproofing and protection layer works have commenced and will be followed by installation of precast fascia panels which will facilitate construction of the parapet upstand beams.

Work has now begun to remove temporary works including the formwork travellers used in deck construction, access scaffolding, temporary propping and the east pier cofferdam. The reinforced earth structure adjoining the east abutment is all but complete.

New Kingsway

Miscellaneous finishing works have continued over the past few weeks, including final bulk earthworks, available landscaping, surfacing to footpaths and carriageways where possible, and remaining drainage and ducting works. In the coming period we will look to complete landscaping to the Green Bridge as far as we possibly can.

A9

The new A9 alignment is fully-established and working well for drivers, and ancillary works such as bus-bays, footpaths, and accommodation works are completed. The earthworks and drainage along the old A9 route continue and are nearing completion. Landscaping has also been advanced wherever possible.

Considerable progress on the reinforced earth approach embankment has been achieved and the structure will complete in September. This, along with completion of the Destiny Bridge Deck will ultimately provide a continuous route from the A9, over the Highland Mainline Railway, River Tay and to the New Kingsway. Upon completion of the reinforced earth wall, adjacent follow on works such as drainage, ducting, surfacing and finishes can begin.

First Minister, John Swinney, visited the Cross Tay Link Road project this week to witness the final stages in the structural completion of Destiny Bridge.

Project Update from Derek Walsh


Work continues to progress on the Cross Tay Link Road project; the following update was issued on August 14th, 2024.

Destiny Bridge
Both the east abutment receiving segment (EP-SS15) and the west abutment receiving segment (WP-SS16) are now complete. 

The construction of the balanced cantilever reinforced concrete bridge deck segments has continued with all fifty-four segments now complete. The careful construction sequence used has ensured perfect balance is maintained throughout the process.

In addition, the first (EP-SS14) of three the stitch segments is complete and the bridge superstructure (deck) is scheduled for completion by mid-September 2024. (See below)

New Kingsway
Several key elements including traffic signs, street lighting, vehicle safety barriers, and landscaping are all nearing completion between the A93 and A94 roundabouts. Surfacing has also progressed well. Remaining works on signage and verge finishes will complete next period.

The Green Bridge at Highfield is complete with only final touches to landscaping to come.  This important connection between the new road and Highfield Woods serves as a crossing for local wildlife, and active travel users.  

The Living Bench public artwork installation is also complete and sits atop the Green Bridge. Work on the artwork mural under the bridge will be complete by end of August 2024.

A9
The new A9 alignment is fully established and working well for drivers, and ancillary works such as bus-bays, footpaths, and accommodation works are completed.

The earthworks and drainage along the old A9 route continue, but drainage for the new Park-and-Choose area is now complete.

Finishing works on the A9 overbridge superstructure, including kerbing, ducting and hard landscaping, and surfacing works on adjacent roundabouts are also complete.

Work on the reinforced earth approach embankment, connecting the new A9 junction to Destiny bridge, continues. The Denmarkfield Access Portal precast units have been installed and the connecting reinforced earth panel retaining wall has commenced. This structure, when completed, will maintain through-access for local properties, as well as cyclists and pedestrians. Active travellers have been temporarily diverted from the A9 onto the existing riverside core path, enabling works to progress here safely.

Stitching Destiny Bridge

The First Minister's visit coincided with the second of three central stitch pours on Destiny Bridge. 

Derek Walsh, contracts manager for BAM UK & Ireland, CTLR’s main contractor explained, “There are three stich segments which tie the structure together upon completion. The first was poured on July 23 and is located at the east end of the structure.

“The second and third stitches are carefully constructed following a precise construction sequence; this week, we’ve carried out the internal kentledge concrete pour on the east section of the bridge, and this will be followed by alignment checks, stressing work, and the second stitch. The third and final west end stitch will be completed mid-September 2024.”

First stitch, segment EP-SS14 which is located on the east end of the structure.

  • This was poured on 23 July 2024
Second stitch, segment WP-MS15 is centrally located on structure.
  • This is carefully constructed following a precise construction sequence
  • Presently, all the east part of the structure is stressed using post tensioning cables
  • Followed closely by an internal kentledge concrete pour which is scheduled for early w/c 12 August 2024.
  • This facilitate the installation of alignment device between the two opposing decks (west WP-MS14 / east EP-MS14), the alignment device is required to ensure that both decks are at the same level
  • Upon completion of the alignment device installation, the stitch can be completed – scheduled for completion during w/c 19 August 2024
Third (final) stitch, segment WP-SS15 which is located on the west end of the structure.
  • Like the second stitch, this is carefully constructed following a precise construction sequence
  • Stress the main deck continuity tendons (segments WP-MS06 through to EP-MS06)
  • Carefully remove the western pier temporary prop using hydraulic jacks
  • As above, place alignment device between the two opposing decks (WP-SS14 & WP-SS16)
  • Upon completion of the alignment device installation, the stitch can be completed - scheduled for completion during w/c 09 September 2024

Quarterly Community Meeting | Wednesday 28th August | 6pm to 7pm 

The CTLR Community Benefits Team will continue to hold a quarterly Community Meeting at their Stormontfield Office to ensure local residents are kept up to date, and, importantly, have an opportunity to have their say.

These meetings will offer updates and the chance to speak to our engineers and community benefits team.

The meeting on Wednesday 28th August 2024, 6pm to 7pm, will cover:

Community Artwork Open Day

+ Fun at Appletree Nursery

Visual artist and designer, Louise Kirby, has been commissioned by the Cross Tay Link Road project to create a permanent artwork for the Wetlands. Wetlands are an important part of any large infrastructure project; they help to transform and remove pollutants as well as supporting the ecological balance by attracting wildlife, flora and fauna, and providing a source of food.

Inspired by these vibrant habitats, Louise's artwork will offer pausing points along the path network, encouraging people to stop and take notice of the birds, animals, bugs and beasties to be found at different times of day, and in different seasons.

Local families joined in a creative workshop on 3rd July and were invited to draw from the wildlife, flora and fauna from around the area. This free, hands-on event allowed parents, carers and children to take part in collaborating with Louise and other participants in the group.

Louise commented, "Everyone really enjoyed the day and we finished with a wonderful, creative array of stamping, drawing and collage in lots of colours. It has certainly offered lots of inspiration for the Wetlands artwork - I can't wait to get going on the final piece!"

Following on from the open day, Louise met with the curious and bright little minds at Apple Tree Nursery, Perth on 17th July when she led the children on a journey of creativity and discovery.

The children enjoyed the freedom to imagine themselves as different animals and insects, imitating them while moving around the garden, and were encouraged to create their own stories and patterns using their animal or insect of choice on paper.

Visual aids inspired descriptive language and words throughout and the children were provided with a variety of interesting tools to explore their imaginations further - and more importantly, to have fun!

Jo Machray, Appletree Nursery Director commented "The children thoroughly enjoyed all aspects of the session. Louise was incredibly engaging with the children and the team. From stamping with ink to movement and exploring outdoors, chalk drawing to jumping like a frog, story telling of bears and ducks to bug hunting under logs. The children are very excited to see some of their ideas and conversations come to life in her final piece!"

CTLR on the CHAS Highland Coo Trail 

CHAS (Children's Hospices Across Scotland) contacted CTLR to request assistance building wooden display plinths for their summer 2024 Highland Coo Trail.  The trail features 30 highland cow sculptures and is in place across Perth and Kinross for 10-weeks.

BAM provided wood and materials, reusing and recycling marine ply from the CTLR project where possible, and this was added to by Frazer Civils, Keyline and Timber Materials. The Danny Sullivan Group paid local joinery company, Blackwood Joinery Ltd, for the build.

Painted by artist Adriana de Matos, the CTLR sponsored Coo is named Night-time Woodland and you can find her in the Beatrix Potter Gardens, Birnam. We may be a little biased, but she's our favourite of the whole trail!

Delivering for Social Flock

Social Flock is a community clothing charity that aims to mitigate the impact of poverty and reduce our community's reliance on fast fashion by providing free clothing packs of pre-loved and new clothing.

Over summer they distribute school uniform packs to families in and around Perth and Kinross, and the CTLR team were delighted to help deliver these. 
A team of 4 vehicles, covering 100 miles, delivered to 60+ households. BAM UK&I also donated stationery and pencil cases for this year's uniform packs, and a number of the team donated to the Social Flock wish list.

Rosey from Social Flock commented, "We are so grateful for the support in delivering the packs, this ensures that those families in need get the packs in time for school starting."  Read More >

Project Update from Derek Walsh


Work continues to progress on the Cross Tay Link Road project; the following update was issued on July 17th, 2024.

Destiny Bridge

On the west abutment, immediately west of the Highland Railway line, the receiving segment (WP-SS16) has recently been completed. The east abutment receiving segment (EP-SS15) construction is also finished.

The construction of the balanced cantilever reinforced concrete bridge deck segments has continued with forty-eight segments complete. The careful construction sequence used has ensured perfect balance is maintained throughout the process. The bridge is currently forecast to be completed in 2024.

New Kingsway

Work on the New Kingsway Link Road has delivered a number of key elements this month with traffic signs, street lighting, vehicle safety barriers, and landscaping nearing completion between the A93 and A94 roundabouts.

Surfacing has progressed well throughout June and into July and we anticipate that remaining works on signage and verge finishes will complete next period.

The Green Bridge at Highfield is also near to completion with only final touches to landscaping, fencing and pathways to come. Once finished, the connection between the new road and Highfield Woods will come into play for active travel users and wildlife.

A9

The focus now remains on the next phase of works. The earthworks and drainage along the old A9 route continues and the drainage for the new Park-and-Choose area is now completed.

The reinforced earth approach embankment to the west side of Destiny Bridge is ongoing. This will connect the new A9 junction to the new bridge over the River Tay. The Denmarkfield Access Portal precast units have recently been installed. The connecting reinforced earth panel retaining wall will commence in the next period. This structure, when completed, will maintain through-access for local properties as well as cyclists and pedestrians.

Cyclists and pedestrians have temporarily been diverted from the A9 onto the existing riverside core path, enabling works to progress here safely.

Free Family Arts & Crafts Sessions

Wetlands Craft Workshop | Wednesday, July 3rd

  • 10am – 11am
  • 11.30am – 12.30pm
  • 1pm – 2pm

Local families are invited to join a very special creative workshop with LouiseKirby as she prepares for her community artwork project. Inspired by the wildlife, flora and fauna from around the area, participants will stamp trails, doodle, draw, make patterns and words using a mix of stamping, drawing and collage.

This is a hands on workshop where parents, carers and children take part together to collaborate with Louise and other participants in the group.

There are 3 x 1 hour slots on the day with capacity for 16 people per session including adults and kids. Tickets are free but you must book a slot for everyone in your group.

Community Artwork Project Now Underway


The first in a series of public artworks which will be situated within the Cross Tay Link Road site is almost complete, heralding the next stage of the project which is due to open in Spring 2025.

Artist Louise McVey’s “Living Bench” has been inspired by its location on the Green Bridge, an important element of the CTLR project, which joins up wildlife habitats, connects colonies, and acts as a crossing point for walkers, cyclists and wildlife.

Following a series of community engagement events in 2023, the brief for the artwork project identified a number of possible locations, and themes ranging from biodiversity to active travel, history and local geography.

The final projects have now been approved, as well as a Green Bridge mural. In addition to this, tiles created by members of the public during the CTLR Community Open Days in October 2023 and April 2024, will be used to decorate benches along the improved path network.

Luncarty Football Club Upgrade

Luncarty Football Club approached the Community Benefits Team with a request to resurface the car park at the club, including the bellmouth entrance, and to renew the white lines.

Work included filling in potholes, providing new type 1 material over the area not being tarred, resurfacing a significant area of the car park, and providing two new disabled bays. The team also upgraded and extended the current footpath and its surface, and carried out an upgrade on the unsafe steps, laying new concrete and timber to secure them.

As well as site staff from BAM UK & Ireland, sub contractors as follows all contributed their expertise, materials or time:

Parkdale Care Home Grounds Clear Up

As part of the CTLR wider Community Benefits Programme, the project team invited contractors and local people to help clear the Parkdale Care Home garden during Volunteers' Week 2024.

Led by a ten strong team with staff from BAM, PKC and sub contractors, tasks included clearing and jet washing the footpath, clearing vegetation, weeding the raised beds, weeding the grounds, and clearing old bushes and trees. As well as this, the expertise on hand allowed us to line mark a new parking area, remove an old hardstanding path and placing stone, and create areas suitable for wheelchair and residents access.

Lynsay Lwanyaga, Care Home Manager, commented, “Thank you for your support over Volunteers' Week. The residents in the red unit enjoyed watching you all at work and a few residents have had a wander around outside, noticing the difference you have made. Some of the areas were looking a bit weary but have been given a new lease of life!”

Forging Careers at CTLR


Work Experience, Kinross High School Students, 5 June 24

Rhys Fog and Thomas Wallace, 4th Year pupils from Kinross High School, took part in a work experience day on 5th June, when they were mentored by CTLR project personnel, James Carcary, Ross Grant, Glen Verney and Tommy Scott.

As well as exploring engineering works such as setting out, using GPS units, measuring onsite, and using maths in the real world, they also looked at the construction side of the project including inspection of temporary works, bridge and roads construction, calculations for working out rate of pour, and looking at drawings in the common data environment system (BIM).

Work Experience, UHI Perth Students, November 2023 to May 2024

Robbie Strachan and Sarah-Jayne Barclay, UHI Perth students, joined the CTLR team on Fridays over a six month period between November 2023 and May 2024.

Studying Creative & Digital Media, Robbie and Sarah-Jayne added to their skill set with a Foundation Apprenticeship, which saw them take part in various activities and learning related to the production of creative and digital media outputs. 

Robbie commented, "During my time with CTLR my favourite thing to take part in was helping organise and set up the Open Day. I enjoyed working with different organisations and interviewing contractors and staff.

Sarah commented, "I enjoyed the Site Tours and have really enjoyed seeing the Green Bridge development over the last 7 months. We have learned how to work in a professional environment and how to work with different stakeholders. I think this will benefit my future employment. We would love to have the opportunity to come back and do more.”

Bird Boxes Out on Site

Bird Boxes painted and decorated by families attending the Community Open Days in October 2023 and April 2024 were distributed throughout the site by Environmental Officer, Philip Hemborough from HED Ltd. Carefully placed to ensure they become safe, secure homes for local birds, this initiative is a small part of the conservation strategy aimed at ensuring the positive impact of the CTLR project extends beyond the life of the build

Once construction is complete, families can enjoy the walk ways and access routes. Will you spot your bird box?

New Kingsway (Link Road)
Work on the New Kingsway has delivered a number of key elements this month with traffic signs, street lighting, vehicle safety barriers, and landscaping nearing completion between the A93 and A94 roundabouts.

Upgrade works on the existing Stormontfield Road are now complete.  As a reminder, moving forward and permanently, Stormontfield Road will remain closed to vehicular traffic, allowing access to residential properties and Scone Palace only. The route will remain open for pedestrians and cyclists.

Surfacing has progressed well throughout June and we anticipate that remaining works on signage and verge finishes will complete next period.

The Green Bridge at Highfield is also near to completion with only final touches to landscaping, fencing and pathways to come. Once finished, the connection between the new road and Highfield Woods will come into play for active travel users and wildlife.

Destiny Bridge
The west abutment stem wall (located immediately west of the Highland Railway line), the east abutment foundation, and the abutment stem wall (end support) construction are all now complete.

The construction of the balanced cantilever reinforced concrete bridge deck segments is well underway with thirty-eight segments complete. The careful construction sequence used has ensured perfect balance is maintained throughout the process. The bridge is currently forecast to be completed in Spring 2025.

A9
The earthworks and drainage along the old A9 route continues and the drainage for the new Park and Choose area is now completed.

The A9 overbridge superstructure, finishing works including kerbing, ducting and hard landscaping, and surfacing works on adjacent roundabouts are also all complete.

The reinforced earth approach embankment to the west side of Destiny Bridge is ongoing. This will connect the new A9 junction to the new bridge over the River Tay. Piling works and the pile cap (foundation) are completed and the Denmarkfield Access Portal has recently been installed which will maintain through access for local properties, cyclists, and pedestrians.

Cyclists and pedestrians have temporarily been diverted from the A9 onto the existing riverside core path, enabling works to progress here safely.

Volunteers Required | Care Home Garden Clearing


Mon 3rd and Tues 4th June at 10am


As part of our wider Community Benefits Programme we would like to invite local people to help clear up the Parkdale Care Home garden (New School Lane, Auchterarder PH3 1QN) during Volunteers' Week 2024.

Tasks will include clearing and jet washing the footpath, clearing vegetation, weeding the raised beds, weeding the grounds and clearing old bushes and trees.

Dress for gardening, wear suitable shoes. Gloves and protective glasses will be provided as required. If you're interested, please email [email protected].

PKAVS receive over £6000 from fundraising

Over April 2024 the Cross Tay Link Road Project team adopted PKAVS as their chosen charity, raising a total of £6235.77.

Funds were raised via an online auction with prizes donated by sub-contractors and local businesses. PKAVS also attended the project’s Community Open Day, providing an opportunity for the charity to engage directly with families from across the area and raise money through collection cans and a home baking stall.

Shaheena Din, CEO for PKAVS commented, "I would like to express my sincere gratitude for the generous support of Cross Tay Link Project and the local residents who contributed to this fundraiser.”

She continued, “PKAVS is a local charity dedicated to promoting the wellbeing of individuals and communities across Perth & Kinross. From assisting carers to providing mental health services and supporting the third sector, our range of services touch many lives. All contributions, no matter the size, have a tangible impact. Your belief in our mission and commitment to helping us achieve it mean the world to us."

RDM Primary School Benefits From CTLR Project

Robert Douglas Memorial (RDM) Primary School in Scone is the most recent organisation to benefit from the ongoing programme of social value and community benefit works as part of the Cross Tay Link Road project.

Michelle Jamieson, an RDM Parent Council representative, and Lynne Lambert, Head Teacher at RDM, contacted the CTLR project in summer 2023, with a request to help enhance the school's outdoor space. A new seating area with permanent wooden gazebo, and a full refurbishment of their jungle gym play area was officially handed over on 29th April, 2024.

Stormontfield Road Works Complete

Upgrade works on Stormontfield Road, including new culvert, surfacing and footpath are now complete.

Moving forward, Stormontfield Road will remain closed to vehicular traffic, allowing access to residential properties and Scone Palace only. The route will remain open for pedestrians and cyclists.

Drivers will continue to use the New Kingsway between the Stormontfield roundabout and the A93 roundabout, which opened in August 2023 and has been well-received by the local community.

Perth Grammar School Transition Day

Perth Grammar School Transitions Days, Bridge Building Challenge,1st and 2nd May 2024

Each year Perth Grammar School hosts a two day event for pupils transitioning from primary to secondary. As part of the May 2024 activities, Ronnie Carr and Amanda McClintock from the Cross Tay Link Road Project set up the popular Bridge Building Challenge in the assembly hall, allowing pupils to get hands on with the engineering task.

Jade Montgomery, Developing the Young Workforce Coordinator for Perth Grammar School and St John's Academy, commented "The two days were fantastic - The pupils loved the fact that it was a hands-on experience, and enjoyed finding out a little bit of background about the Cross Tay Link Road Project."

Work Experience at CTLR

Work Experience, Student Engineer (age 14), 13/05/24 to 17/05/24

Jaxon Fee from Preston Lodge High School, Edinburgh is a 14 year old student with a interest in engineering. His cousin, Alan Limerick is an Engineer with BAM Nuttall Ltd, and arranged a week long work placement at the Cross Tay Link Road site.

Starting with a site induction that included the SF201 procedure, Jaxon moved on to shadowing and assisting with setting out and surveying, using GPS Units Measuring, viewing CAD drawings on BIM, and applying mathematics in real world situations.

Jaxon said, “I really enjoyed the work experience at Cross Tay Link Road and would like to come back for further work experience if I could. I enjoyed learning about setting out and using the GPS Tools and it was great to see the concrete pour on the East Pier abutment of Destiny Bridge. Thank you to everyone for their time and I learned a lot”.

Project Update from Derek Walsh


With the challenging winter months behind us and longer daylight hours upon us, work on this magnificent piece of infrastructure has gathered pace and we are finally enjoying some real momentum.

We are progressing well throughout all areas of the build, and I am particularly pleased to report that twenty eight deck segments on Destiny Bridge are now poured and complete as of 28th May.

New Kingsway Link Road

The open section of the New Kingsway between Stormontfield roundabout and the A93 roundabout has been well-received by the local community and offers a glimpse of what the completed road will look like.

The opening of this section also allowed access to upgrade the existing Stormontfield Road, which is now complete.  Moving forward, Stormontfield Road will remain closed to vehicular traffic, allowing access to residential properties and Scone Palace only.  The route will remain open for pedestrians and cyclists.

The new A9 alignment to the west is now  fully established and working well for drivers, and in addition to this, ancillary works such as bus-bays, footpaths, and accommodation works are completed.

The focus now remains on the next phase of works. The earthworks and drainage along the old A9 route continues and the drainage for the new Park-and-Choose area is now completed.

Community Open Day Success


What a day! The sun shone, the kids smiled and the engineers were full of bridge building info! We raised a fantastic £1500 for the PKAVS charity on the day and will continue with fundraising over the course of the month in our online auction (see below).

As well as providing guided tours of the project site, including a stop at Destiny Bridge and the New Kingsway with project engineers, BAM UK & Ireland and PKC offered a fun, family event for children that included community artwork painting, the Flannery Plant simulator, and a chance to meet SPOT the dog, a robotic dog fitted with in-built laser scanners.

We received this lovely message via Facebook from one of the parents attending: "Hi, just wanted to say thank you for organising the community open day today. We were there this morning and had a great time. It was really interesting to meet all the different stall holders and there were lots of fun activities for my 5 year old too."

Meet PKAVS, Our Chosen Charity for April


During April 2024, we will be fundraising for local charity, PKAVS.  This amazing non-profit service supports the people and communities of Perth & Kinross at times when they need it most. Their services include Young Carers, Support for Adult Carers, Wisecraft and the Walled Garden, and the Big Hoose.

Fundraising started at the Community Open Day where we raised a fantastic £1500. With huge thanks to Magic Five Pizza,  Dr Bike at the Bike Station Perth and our many suppliers who donated prizes for the tombola and raffle.

Speed Limit Changes between Inveralmond and Luncarty


The 40mph speed limit associated with ongoing works on the Cross Tay Link Road (CTLR) project between the Inveralmond roundabout and Luncarty junction, will increase to 50mph on Friday 26th April, 2024. 

The reduced limit was introduced in August when the newly aligned A9 opened as one of the first major milestones in the CTLR project.  This ensured the safety of personnel using the site accesses and working adjacent to the new carriageway.

Derek Walsh, Contract Manager for BAM UK & Ireland, commented, "We're pleased to be in a position to move to 50mph and apologise for any inconvenience caused to motorists."

Jillian Ferguson, Roads Manager for Perth & Kinross Council commented, “Safety across all areas of the site is of paramount importance to PKC and BAMUK&I and we would like to thank all road users for their continued patience while we move to the next stage in these important works.”
 
The 50mph limit will remain in place until project completion in Spring 2025.

Carbon Savings With Destiny Bridge and the New Kingsway 

Perth & Kinross Council has placed carbon management at the heart of the Cross Tay Link Road project from its inception.  At the halfway point, the project is on target to achieve this with project savings now predicted to be made as follows:

  • Materials –23,761 tCO2e
  • Construction – 4,447 tCO2e
  • Transport –10,160 tCO2e
  • Total – 38,368 tCO2e

In this article we show where savings have been made across materials, construction and transport - three of the main causes of emissions on a project of this nature - in the build phase covering Jan to Dec 2023.

Interschool Bridge Building Challenge

Together with our Developing the Young Workforce partners, our project team hosted an interschool Cable Stay Bridge Building Challenge at Bertha Park High School on Tuesday 26th and Wednesday 27th March. 

The race was on to build the best bridge against a timer, with Perth Academy coming out as overall winners.

The event saw sixty S1 and S2 pupils from local secondary schools take part in the challenge, designed by the Institute of Engineers (ICE) and approved for use by our project team. 

Schools involved were Bertha Park High School, Blairgowrie High School and St. Johns High School on day one and Perth Academy, Perth High School and Perth Grammar School on day two.
 

Foodbank Donation


Through the collective effort of everyone in the office, the CTLR project has gathered an impressive 164 chocolate Easter Eggs to donate to Perth Foodbank.

On March 21st, Amanda McClintock, Cross Tay Link Road Office Manager, had the privilege of delivering the Eggs to Laurie Hughes of Perth Foodbank. These Easter treats were distributed to individuals and families who rely on the foodbank's services, spreading joy and sweetness during the school break. 

Amanda commented, "Witnessing the impact of our collective contribution was truly inspiring, and highlighted the power of compassion and teamwork."
Laurie Hughes, Perth Foodbank commented, "Thanks to the generosity of Cross Tay Link Road project, we were able to spread the joy of Easter to those facing hardship in our community. Their donation of 164 chocolate eggs brought smiles to many faces and reminded them that they are not forgotten. Together, we are making a difference, one sweet gesture at a time."

Change to Community Meetings:  From 1st April 2024

In the past we have run two separate quarterly meetings - one at Luncarty and one at Scone. Unfortunately, as the project progresses, we have seen a reduced turnout at the Luncarty meetings, and recently mentioned this to the Luncarty, Redgorton, and Moneydie Community Council.

Consequently, we have agreed to attend the local Community Council meeting every three months rather than continue with separate project meetings.
 
The project team are grateful to the Luncarty community, and particularly those who have attended the meetings, for enabling a forum for us to provide regular project updates as well as the opportunity to work with the community on numerous initiatives. Our aim is to continue this at the Community Council meetings, starting from the end of June 2024. We believe that this adjustment will allow us to better engage with the community and provide updates in a more accessible and convenient forum.

Luncarty based residents are also very welcome to attend the Quarterly meetings at the Cross Tay Link Road Stormontfield office. (see below)

Project Update from Derek Walsh

The turbulent winter continued into March with heavy rainfall and cold temperatures which has proved challenging for the entire project team.

Despite this, works have progressed well and we are particularly pleased to see the first eight deck segments complete on Destiny Bridge.

Link Road / New Kingsway

The New Kingsway Link Road works have progressed well with traffic signs, street lighting, vehicle safety barriers, and landscaping nearing completion between the A93 and A94 roundabouts.

The open section of the New Kingsway between Stormontfield roundabout and the A93 roundabout has been well-received by the local community and offers a glimpse of what the completed road will look like. This section is facilitating local upgrade works to the existing Stormontfield Road which has progressed well.  As part of the project Stormontfield Road will be closed to vehicles, allowing access to residential properties and Scone Palace only.

The majority of the surfacing works have been completed in March with remaining works (wearing course, signage and verge finishes) anticipated to be completed during the next period.

Work on the Green Bridge at Highfield has also progressed well in the period; the remaining works including landscaping, fencing and pathways are scheduled for completion in the next period, facilitating the connection between the new road to Highfield Plantation for active travel users and wildlife.

Access paths leading up to the bridge are scheduled for completion in late spring 2024.

Destiny Bridge

The west abutment stem wall located immediately west of the Highland Railway line has progressed well with the second pour of three now complete. With east abutment foundation completed, the abutment (end support) construction will commence.

All four Balanced Cantilever Form Travellers are now in position on the structure hammerheads.

The construction of the Form Traveller deck segments of reinforced steel, high-strength concrete, and post-tensioning cables is now underway with eight segments now completed.

A careful construction sequence will ensure that a segment will be constructed on either side of each pier to maintain a perfect balance. The bridge is currently forecast to be completed in 2024.

A9

Community Open Day Bookings Now Open

11th April 2024 | 9.30am to 4.30pm


Join us for a day packed full of family fun, community updates and opportunities to learn more about the Cross Tay Link Road, Perth’s exciting infrastructure project.
 
We will be raising funds on the day through our Charity Raffle and Silent Auction in aid of PKAVS, a local non-profit service supporting the people and communities of Perth & Kinross at times when they need it most. Their services include Young Carers, Support for Adult Carers, Wisecraft and the Walled Garden, and the Big Hoose.
 
ARRIVAL BY VEHICLE: This is a FREE event but we require you to book an arrival timeslot for the car park. On booking your parking space, you will be sent a link to book a site tour should you wish to do this.
 
ACTIVE TRAVELLERS: If you are an active traveller and arriving by foot or bicycle, you are free to arrive at any time. However, if you would like to join a site tour while visiting, please do email us to let us know and we'll send you a link to book.

Booking Your Place

For those arriving by vehicle, spaces are allocated as PARKING SLOTS. This will allow us to manage traffic and to ensure everyone attending has an enjoyable, informative experience. You can have as many people as you wish in your vehicle and you are welcome to stay for as long you're enjoying the event.

Site Visits | January 18th to February 18th

As the largest and most significant infrastructure ever undertaken by Perth & Kinross Council the £150 million Cross Tay Link Road project offers a once-in-a-generation opportunity for various groups, student bodies, and professionals to witness a large-scale engineering process take place.

This month we've been pleased to welcome the following groups, offering them all a project update, and close up look at the progress being made. 


10th Perthshire Scout Group Site Visit, 27/01/24

30 scouts and 2 leaders from the 10th Perthshire Scouts joined us on-site for a tour of the A9/West Site and the West Abutment with John Slaven, Construction Manager. In addition, a representative from Quinn Piling, one of the project's sub-contractors, also offered a more in-depth talk about the piling taking place, which was well received by all attending.

Chris Kirk Group Scout Leader, 10th Perthshire Scouts, followed up with an email.

"Our sincere thanks for putting together Saturday's visit for our Scouts. The Scouts (and Leaders) had a great time and certainly learned a great deal about the project. Your staff who explained things so well and enthusiastically were quite superb with the kids. Can you please pass on our thanks to all concerned? We appreciate all you have done to help us. Thanks again."

Men's Shed Scone. 24/1/24

Derek Brown and David Cormack from the Men's Shed group in Scone visited the site as local residents involved in the CTLR community groups. They enjoyed a site visit, and were brought up to speed on build progress and future plans by Innes Mackintosh and Ronnie Carr.

Men's Shed Scone has worked with the CTLR project team since October 2023, when they were supplied with wood in order to build the birdboxes that were painted by the children attending our Community Open Day event back in October 2023. These will be distributed throughout the nearby woodlands this spring.

The group will also build a new bird hide for the project and will commence work on this shortly. The hide will be set within the new wetlands area adjacent to the caravan park, offering another fantastic attraction on the active travel route along the new road.

Form Traveller in Situ

Drivers on the A9 dual carriageway, just north of Perth, will have spotted notable progress on works at the CTLR project site between Perth and Luncarty.

Both east and west piers of Destiny Bridge – the name of the new road crossing over the River Tay - are now in place, and the abutment piling and foundations are nearing completion.

Additionally, the completion of the initial superstructure (hammerhead) has enabled the erection of the Balanced Cantilever Form Traveller marking another significant milestone for the project.

The construction of the 56 individual deck segments of reinforced steel, high-strength concrete, and post-tensioning tendons (cables) will follow a careful sequence, alternating between either side of each pier, to maintain a perfect balance.

Following a clothing drive amongst the project team and sub-contractors working on the Cross Tay Link Road Project, Innes Mackintosh, Stakeholder and Communications Manager for BAM UK & Ireland, handed over a sizeable donation of preloved garments to Rachael Esdale, Founder and Chair of the Board of Social Flock, the community clothing initiative based in High Street, Perth.

Receiving the parcels, Rachael commented, “Thank you to the team for their wonderful donations of clothing. We will use these to provide emergency clothing packs for the community of Perthshire.”

The CTLR project has also announced that it will support the charity over the whole of 2024 by offering volunteers to assist in key operational matters. This will include supplying staff and vehicles to carry out collections from supermarket donation points, and to deliver to local people using the service.
 

The Bridge Building Challenge

Craigie Primary School, 18th Jan 2024

The ever-popular 'Institution of Civil Engineers' Cable Stay Bridge Building Challenge made its way to Craigie Primary School for two sessions with P6 and P7 pupils. 56 students enjoyed a presentation before getting hands-on as apprentice engineers.

The team in attendance, Innes Mackintosh, Community Engagement Manager; Ronnie Carr, Site Agent; Glen Verney, Apprentice Engineer; and Amanda McClintock, Office Manager, were all extremely impressed with the kids who were enthusiastic from the off!

Mrs Beverley McNab, Primary P7 Teacher commented, “We had a great visit from the Cross Tay Link Road Project Team to talk about civil engineering and the Perth Transport Futures project. We saw great teamwork and building skills on display and would like to thank Perth & Kinross Council, BAM UK & Ireland, and Developing the Young Workforce for the opportunity.

"From a teacher's perspective we thought that the workshop was excellent, it provided opportunities for good teamwork and communication skills, along side engineering experiences. The children were motivated learnt a lot about the CTLR project and bridges in general and loved trying out their bridge at the end."

Project Update from Derek Walsh

 

New Kingsway / Link Road


It has been a turbulent winter with storms and flooding which has proved challenging for the entire project team.  Despite this, the Link Road works have progressed with traffic signs, street lighting, vehicle safety barriers, and landscaping nearing completion between the A93 and A94 roundabouts.

The open section of the Link Road between Stormontfield roundabout and the A93 roundabout has been well-received by the local community and offers a glimpse of what the completed Link Road will look like. This section is facilitating local upgrade works to the existing Stormontfield Road which has progressed well in recent months with infrastructure including culverts, drainage and in-situ kerbing now completed. Surfacing and finishing works are scheduled for the next period.

Work on the Green Bridge at Highfield has also been impacted with weather; however, the remaining works are scheduled for completion in the next period, facilitating the connection between the new road to Highfield Plantation for active travel users and wildlife. Access paths leading up to the bridge are scheduled for completion in late spring 2024.


Destiny Bridge


The west abutment stem wall located immediately west of the Highland Railway line has progressed well with the first pour of three now complete. The east abutment foundation steel fixing, shuttering and concrete works are also complete, and can now facilitate the abutment (end support) construction.

Preparation for the superstructure including preassembly of the Balanced Cantilever Form Travellers are well under way with the first elements now being erected onto the hammerhead.

The construction of the initial Form Traveller deck segment of reinforced steel, high-strength concrete, and post-tensioning cables will commence shortly. A careful construction sequence will ensure that a segment will be constructed on either side of each pier to maintain a perfect balance. The bridge is currently forecast to be completed in 2024.


A9


With the new A9 alignment to the west well-established and working well for drivers, and in addition to this, ancillary works such as bus-bays, footpaths, and accommodation works have now been completed.

The focus now remains on the next phase of the works. The earthworks and drainage along the old A9 route are well underway despite the harsh winter. Completion of the Bertha Loch replacement culvert (including diversion) means that all culverts as now done. The earthworks for the new park-and-choose area are also completed. 

The A9 Overbridge superstructure has advanced well, with the deck waterproofing complete and finishing works (kerbing, ducting and hard landscaping) underway.

The opening of the existing cycle path for use by both cyclist and pedestrian users has allowed for a new diversion route, enabling works to progress for the Denmarkfield Access Portal. Piling works for the portal have commenced recently, with an anticipated completion date of Easter 2024.

Partnership Working with DYW

The Community Benefits and Social Value Strategy for the Cross Tay Link Road (CTLR) Project, clearly sets out Perth & Kinross Council’s aims to further improve the lives of local people, and to enable communities to thrive.

As the successful contractor, BAM UK & Ireland has embraced these principles and through the project team, has rolled out various initiatives. 

Innes Mackintosh, Community Engagement Manager for BAM UK & Ireland, has worked in conjunction with DYW to deliver opportunities for school age children to engage with the engineering, trade and construction industry.

We caught up with Morgan McLeod, Employer Liaison Officer for DYW, to find out more.

Lighthouse for Perth presented with £5403


Over October and November 2023, the Cross Tay Link Road Project team adopted The Lighthouse for Perth as their chosen charity, raising a total of £5,403.02.

Innes Mackintosh, Community Benefit Manager for BAM UK & Ireland, commented, “I cannot express in words how privileged we have been to work with this incredible charity. The Lighthouse in Perth provides a life-saving service for some of the area’s most vulnerable young people, and without them, many families would be living with the devastating loss of a child to suicide.”

Project Update from Derek Walsh

 
There have been significant challenges on the project due to the storms and inclement weather encountered in the last quarter of 2023, which has resulted in some delays.


New Kingsway / Link Road

It has been a busy winter period on the Link Road with a significant portion of the finishing works progressed.  This included traffic signs, street lighting, vehicle safety barrier and landscaping between the A93 and A94 roundabouts.

The open section of the Link Road between Stormontfield roundabout and the A93 roundabout has proven to be well-received by the local community, and offers a glimpse of what the completed Link Road will look like. This section is facilitating local upgrade works to the existing Stormontfield Road which has progressed well with the installation of the new precast concrete box culvert and a new drainage network.

Work on the Green Bridge at Highfield has also progressed well with the completion of waterproofing and backfilling which connects the new road to Highfield Plantation for active travel users and wildlife, thus maintaining connectivity.  Access paths leading up to the bridge are scheduled for completion in spring 2024.

The latest period saw the completion of the initial superstructure (hammerhead) on the River Tay bridge. The hammerhead completion now enables the erection of the Balanced Cantilever Form Traveller.

Community Benefits Report February 2022 - August 2023

The Cross Tay Link Road project is undoubtedly the most significant infrastructure investment Perth & Kinross Council has undertaken. Budgeted at £150m, the road will provide substantial economic and environmental benefits for generations to come.

It is crucial that alongside these long-term gains we consider the social value that a project such as this can deliver for the people of Perth

and Kinross. As such, the project is targeted to achieve several community benefits including volunteering, work experience

opportunities, adult employment, charitable donations of labour and equipment, fundraising and local charity support.

These targets dovetail neatly with the area-wide ambition as laid out in the Perth and Kinross Offer. This report highlights the success stories so far and demonstrates the wider social value and legacy of this impressive project.
