Community Artwork Project Now Open For Submissions
BAM Nuttall and Perth & Kinross Council are delighted to announce that the much-anticipated Community Artwork programme for the Cross Tay Link Road project is now open.
Led by Kinross-based community artist, Nichol Wheatley, the Community Artwork project will feature 11 works situated throughout the area of the CTLR and will include a special commission from Scone Palace at the Stormontfield Roundabout, a comprehensive signage proposition, and a large-scale project of national significance.
Eight works are now open to ideas and bids from artists, community groups, and local organisations and charities.
Following a series of community engagement events earlier this year, a full brief has been prepared for each of the locations identified, with themes ranging from biodiversity to active travel, history and local geography.
Overview of Artwork Projects
The following list is designed to offer an overview of each project. For a full brief on each, please email Nichol Wheatley at [email protected] One page submissions with an overview on your idea are required by 30th November for all projects. Final submission dates for each are outlined below.
PROJECT NO.1 - Denmarkfield Rewilding area
OBJECTIVES
- To add to the wonderful Denmarkfield rewilding project.
- To integrate with the active travel artworks in Project 10.
- To integrate with the Perth Transport Futures stages 3 and 4.
- To further the aims of Denmarkfield Rewilding area.
- To encourage active travel from Perth Luncarty, Scone and other areas.

PROJECT NO.2 - The Souterrain
OBJECTIVES
- To celebrate the relocation and rebuilding of the Souterrain that was found during the road building process.
- To use the Souterrain as an incentive for active travel journeys. (In that it would be a minor archaeological attraction)
- To use the Souterrain as the basis for an artwork that would widen the interpretation of this feature. Key to this aim will be the use of Storytelling that evoke a sense of curiosity and wonder about our local history. The storytelling should allow for educational outcomes. Where possible this should include interactive elements.
- To integrate with the Perth Transport Futures stages 3 and 4.
- To encourage active travel from Perth Luncarty, Scone and other areas.

PROJECT NO.3 - Iconic major artwork commission
OBJECTIVES
- To create a signature artwork that adds to the visual identity of the bridge and new road.
- To make a sculpture that adds to the visual identity of Perth.
- To add to the plan for Perth Transport Futures stages 3 and 4.
This would be a key artwork for the CTLR and will reflect Perth’s aspiration for itself and the new road. We are seeking an accomplished artist or creative team to design and create a significant, iconic sculpture that will contribute to the visual identity of the new bridge on the CTLR bridge and to the city of Perth. The sculpture should serve as a powerful symbol that reflects the unique character, history, and aspirations of the city. It will be a focal point within the landscape of the new road and should ideally be visible from the A9, enhancing the cultural experience for residents and visitors alike. There is a strong argument for a figurative piece for this commission.
This project has yet to have a timeline set against it but notes of interest are welcome by the 30th November. Another call for bids may be made later.
PROJECT NO.4 - Artwork and interpretation for the new wetlands
OBJECTIVES
- To create signature artworks that adds to the visual identity of the new wetlands.
- To provide artistic interpretation and active travel artworks that open understanding of the new wetlands.
- To create artwork that adds to the active travel network and provides an incentive for folk to visit the wetlands.
- To build a bird hide or series of bird hides that would allow folk to view the wetlands.
- To add to the plan for Perth Transport Futures stages 3 and 4.

PROJECT NO.5 - Stormontfield Roundabout has been commissioned by Scone Palace
PROJECT NO.6 - A93 Roundabout
OBJECTIVES
- To create a signature artwork that indicates that this roundabout is the crossroads of the new road, in that the four exits lead to the Green Bridge, the North (and the highlands) the West (and Scone Palace and the Tay) and Perth.
- To create an artwork that celebrates the new road whilst indicating wayfinding.
- This artwork would primarily be focused on vehicle users and should look to create a positive wayfinding experience.
- To add to the plan for Perth Transport Futures stages 3 and 4.

PROJECT NO.7 - Green Bridge
OBJECTIVES
- The Green Bridge is the jewel of the active travel network surrounding the new road and a key asset for the town of Scone. This feature will be a minor attraction, in its own right.
- The objective of this artwork is to celebrate and add to this piece of infrastructure and the overall project.
- To create an artwork that celebrates nature and landscape and our relationship with it.
- This artwork would primarily be focused on active travel users and should look to create a positive wayfinding experience.
- To add to the plan for Perth Transport Futures stages 3 and 4.

PROJECT NO.8 - Highfield Roundabout
OBJECTIVES
- To create a signature artwork that indicates that this roundabout is the opening to new housing to the north of Scone.
- Ideally this artwork should celebrate the existing communities to the south in Scone and the possible new communities that may arrive with the new housing
- This artwork would primarily be focused on vehicle users and should look to create a positive wayfinding experience.
- To add to the plan for Perth Transport Futures stages 3 and 4.

Artist Selection: MAY 2023
Artwork Completion: T.B.C.
PROJECT NO.9 - A94 Roundabout
OBJECTIVES
- To create a signature artwork that indicates that this roundabout is the key entrance to the north of Scone.
- As such is should be a clear reflection of the communities in Scone. And should be an identifier for the location of the entrance north of Scone and onwards to Perth.
- This artwork would primarily be focused on vehicle users and should look to create a positive wayfinding experience.
- To add to the plan for Perth Transport Futures stages 3 and 4.

PROJECT NO.10 - Active Travel Network
OBJECTIVES
- To create an innovative series of artworks to decorate the active travel networks around the new road.
- These artworks would act as wayfinders for certain trails – i.e. they would act as identifiers for certain trail paths within the active travel network.
- The artwork would look to use innovative ways to incentivise active travel. This could include fitness goals and fun elements and educational elements.
- To add to the plan for Perth Transport Futures stages 3 and 4.

PROJECT NO.11 - Artwork interpretation and active travel signage.
OBJECTIVES
- To create clear signage and clearly identify the active travel network, the artwork, and the new road as part of Perth’s amenities. As this project is part of the Perth transport futures project, which may have a clear link to works in Perth city centre, there should be a clear link to Perth City Centre signage.
- It also is a key opportunity to advertise Perth and the new road, the new artworks, and the active travel network.
- To add to the plan for Perth Transport Futures stages 3 and 4.

Innes Mackintosh, Community Stakeholder Manager for BAM Nuttall commented, “The Community Artwork project is one of the flagship programmes within our Community Benefits outreach programme and I would encourage all local groups, individuals, and artists to get in touch for more information.
“You don’t need to be artistic or experienced in projects of this scale. Nichol is in place to partner groups and communities with interested artists, and to support everyone through the process from initial interest to completed bid. Our aim here is build a collaborative, creative community that everyone can become part of as we seek to create the legacy piece for our infrastructure project.”
Nichol Wheatley commented, “As artist curator I’m excited to be working with community groups and artists to help them create a meaningful art trail for the new road. I’m particularly looking forward to seeing ideas around the wonderful Green Bridge and the extensive active travel network that will be delivered as part of the Cross Tay Link Road project.”
As well as the creation of the artworks, the project will also offer the opportunity for groups and individuals to learn new skills through a series of workshops to be announced in tandem with the winning bids.

The closing date for initial, one page overview submissions is 30th November 2023. From here, the selection committee will shortlist ideas to progress to full submission stage, dates of which are outlined for each project above.
